WHEREAS, Associated Students of Riverside City College promote student success and development, and Penal Code Section 626.4 currently limits the withdrawal of consent to enter school grounds to a maximum of fourteen (14) days, even in circumstances involving credible threats to student, staff, or campus safety;

WHEREAS, Incidents involving harassment, intimidation, violence, or ongoing safety risks may require longer-term or permanent exclusion of individuals from school campuses to adequately protect students and educational environments; 

WHEREAS, The mandatory reinstatement of campus access after fourteen (14) days may place students, staff, and families at continued risk and undermine the ability of schools and law enforcement to respond effectively to serious safety concerns; and

WHEREAS, School districts and campus authorities must be empowered with sufficient legal tools to prevent foreseeable harm and to prioritize the safety and well-being of students above procedural limitations that may not reflect real-world threats; Now, therefore, be it 
RESOLVED, That the Student Senate for California Community Colleges advocate for a legislative change to amend Penal Code Section 626.4 to remove or modify the fourteen (14) day limitation on withdrawal of consent to enter school grounds;  

RESOLVED, That the Student Senate for California Community Colleges advocate for amendments to Penal Code Section 626.4 that explicitly authorize longer-term or permanent banning of individuals from school campuses when student safety, staff safety, or campus security is demonstrably at risk;  

RESOLVED, That the Student Senate for California Community Colleges advocate that any revision to Penal Code Section 626.4 preserve due process protections while granting campuses and law enforcement the discretion necessary to address serious or ongoing threats to student safety; and

RESOLVED, That That the Student Senate for California Community Colleges urge prompt legislative action to ensure that Penal Code Section 626.4 reflects the paramount importance of student safety and the evolving security challenges faced by California community college campuses.
