WHEREAS, California Code of Regulations, Title 5, section 55500(a)[1] recognizes student success in the California Community Colleges as a shared responsibility of both the institution and the student, supported by well-coordinated, evidence-based student and instructional services designed to foster academic success;

WHEREAS, Vision for Success, Appendix D[2] reports that California Community Colleges are using technology systems to help students develop education plans, access counseling, tutoring, and other student services, and track progress toward completion, and further notes that over 40% of CCC students are age 25 or older while working adults often attend part-time and in-person time and access face constraints that increase reliance on electronic access to student services and information for equitable participation in college supports[2];

WHEREAS, The California State Digital Equity Plan[3] reports that 23% of low-income households rely solely on a smartphone for internet use and that smartphone-only reliance limits full participation in online systems and services[3], supporting the need for publicly available device charging access on California Community College campuses to promote equitable student participation; and

WHEREAS, As California community colleges increasingly deliver student services and time-sensitive communications through personal devices, and smartphone-only reliance can limit full participation[3], the Madera Community College Associated Student Government found in an in-person survey (N=22; February 9, 2026)[4] that 72.7% of students need to charge daily and 86.4% have had a device die or run dangerously low when needed for class[4], demonstrating the need for reliable, publicly available, multi-device charging access on campus; Now, therefore, be it

RESOLVED, That the Student Senate for California Community Colleges recognize publicly available, multi-device charging stations as a student access resource that supports digital equity and student success across California Community Colleges;

RESOLVED, That the Student Senate for California Community Colleges urge the California Community Colleges Chancellor’s Office and Board of Governors to issue systemwide guidance encouraging districts and colleges to integrate publicly available, accessible, and strategically placed multi-device charging stations into campus student services and access infrastructure planning; and

RESOLVED, That the Student Senate for California Community Colleges advocate for sustainable funding pathways and support the development and dissemination of implementation best practices, including maintenance and accessibility considerations, to advance equitable student charging access across California Community Colleges.
